Guidelines for the
2020 Austronesian International Arts Award
I. Philosophy
The word “Austronesian” comes from an anthropological term, “Austronesian language” family. It refers to ethnic groups living on islands in the South Pacific Ocean and Indian Ocean. Such ethnic groups are widely distributed, covering Taiwan to the north, Easter Island to the east, Madagascar to the west and New Zealand to the south. The family contains a large number of “Austronesian languages” and ethnic origins with pure, clean scenery and diverse cultures in inhabited areas. Many literary reviews have proved that Taiwan is where the Austronesian language family originated. Thus, the “Austronesian” cultural lifestyle can be felt from the lives of Taiwan’s indigenous peoples.
Located on the eastern side of Taiwan, Taitung boasts much natural beauty in addition to well-rooted cultural elements. Austronesian culture happens to be a key element in Taitung’s cultural elements. Thus, the Taitung County Government organizes “the Austronesian International Arts Award” biennially as a way to encourage artists to expand the energy of their artistic creations, open up the heart of the world to contemporary reflections and multiple-perspectives, promote international dialogue regarding Taitung’s local characteristics, natural scenery, the cultural network, environmental topics, and the life memories of the Austronesian language family. This event requires creators to complete an artist residency program in Taitung, and experience Austronesian life personally during their creative process so that their artwork resonates deeper with the Austronesian spirit. This will produce new aesthetic energy that resonates with the locale, to be disseminated internationally. The hope is for this art award to become an open platform to express concern about Austronesian topics from creators around the world.

III. Eligibility

1. In consider of Entry restrictions for foreigners to Taiwan in response to COVID-19 outbreak, we would invite domestic artists instead of artists in the world to have apply for residency.
IV. Evaluation committee
- 5 to 7 judges hired by the government.
2. 3 phrases of the invitation and selection:
(1) Preliminary selection: The evaluation committee would recommend 15-20 artists.
(2) Secondary selection: The invited nominees would be awarded NTD 120,000. (tax included) and start their residency in Taitung from November 12
th to December 12
th
(3) Final selection: The evaluation committee would nominate 1 or 2 artworks to be contained in Taitung Art Museum collections.

- Taxes will be deducted from the prize money above based on Taiwan’s income tax law. Those collecting funds must sign receipts in order to receive wire transfers. The recipient of funds will be responsible for all wire transfer and currency conversion fees. If the recipient is a creative group, the funds will be awarded to the group representative.
- Collected works shall be reserved and collected by the organizer. The prize money includes the collection fee. The award-winners shall agree to transfer ownership and intellectual property rights of their works to the Taitung County Government.
VI. Inbound Transportation Subsidy
The organizer will pay for round trip fare(Taipei-Taitung、Taoyuan-Taitung、Kaohsiung-Taitung) for domestic honor residents. All residents must cover their own outbound transportation fees. Please retain airfare, Taiwan High Speed Rail, train fare receipts for reimbursement afterwards.
VII. Residency Information for Final Selection Nominees
- Residency and exhibition setup schedule:
(1) Residency schedule: 30 days will be selected where honor residents must complete their residency in Taitung. Actual days of residency are to be determined by residents themselves during this period, and they must agree to work with the organizer in residency events and documentation.
(2) Exhibition setup schedule: Exhibition setup will occur during the last week of the artist residency period. Honor residents must complete installation of their pieces before the designated date. Those who do not complete exhibition setup by the designated time forfeit their eligibility.
- Honor Resident subsidies:
- Creation subsidy: Each individual or group nominated will receive NTD120,000 (tax inclusive) as a creation subsidy.
- Accommodation subsidy during the artist residency period: The organizer will provide honor residents with accommodation space during the artist residency period. If honor residents are part of a creative team, the accommodation subsidy will only pay for the representative. Residents could either choose to stay at the provided accommodation of receiving the NTD 1600/day for accommodation.
- Studio space during the residency period: The organizer will provide honor residents with studio space during the residency period. If residents choose not to use the space provided, they may not request any subsidies for studio space.
- Inbound transportation subsidy: The organizer will pay for round trip rain fare (Taipei-Taitung、Taoyuan-Taitung、Kaohsiung-Taitung)for domestic honor residents.
- If the honor resident is a creative group, the aforementioned subsidies and prize money will be paid to the representative alone.
3. Honor residents will be responsible for the cost and arrangements of their living expenses, creation materials, packaging, transportation, return procedures before the residency and after the end of the exhibition.
4. The organizer retains all rights regarding space allocation and planning, which may be adjusted according to different exhibition plans or situations which arise on site (the County Government retains the right to final decisions within the exhibition space). Entrants must prepare the installation materials, tools, audiovisual equipment and other tools they need on their own. Creators’ pieces must not include live animals and must refrain from damaging hardware or structures at the exhibition venue, and not violate any public safety or fire codes.
5. Pieces in the exhibition cannot be borrowed during the exhibition period.
VIII. Insurance for Artwork
- Each piece exhibited by honor residents (or groups) at the exhibition space will be insured for the amount of NT$400,000 per entry, regardless of the number of pieces included in the installation. Insurance period begins when the work is sent to the exhibition location, installed completely and checked by the organizer. It ends when the return procedure is completed within the specified time. The relevant claim liabilities are based on the terms contained in the insurance policy. The entrants can decide whether to insure pieces during the submission and return processes.
- During the above insurance period, the organizer takes the responsibility for safekeeping. However, if the piece is damaged due to factors beyond the control of the organizer, the organizer will NOT be liable for compensation.
IX. Exhibition Breakdown and Return Procedure
- As the exhibition nears its end, the organizer will notify the entrant regarding the specified time and place when they must personally or assign a delegate to breakdown the exhibition and complete the return procedures. This rule also applies to all creators from foreign countries. Freight, taxes, insurance, any other costs and contact details involved in overseas returns remain the sole responsibility of the entrant.
- If honor residents do not complete return procedures before the deadline, the organizer is not required to provide additional notice before disposing of pieces. The organizer is NOT liable for safekeeping or compensation if any damage occurs, and will dispose them directly. The entrant shall not raise any objections.

XI. Miscellaneous Provisions
- All entrants are deemed to consent to comply with the regulations contained in the Guidelines. The organizer retains the right to interpret and change the Guidelines in any way it sees fit. All of the entry forms are regarded as part of the Guidelines.
- Entrants shall not raise any objection to the review process, exhibition plans, and the editing of the collection album for this event.
- For the purpose of promotion, education and research, the organizer reserves the right to photograph, exhibit, edit, publish, print, promote, propagate, digitalize and post on websites all of the entry works, without limits to place, time, media, format, number of times, content and method.
- If the following infringements regarding award winning pieces are reported and investigated as true, the artists responsible must undertake legal liability, and the organizer can disqualify and reclaim the awards, prize money and certificates issued. The artists responsible will also be forbidden from participating in this competition for three years:
- Works that plagiarize others or those which were entered under false names.
- Works that violate copyright law or other relevant legal regulations.
- Entrants unwilling to participate in exhibitions by the organizer or those who renounce their awards.
- Other severe violations of the Guidelines, judged by the preparatory committee.
- The organizer reserves the right to amend and supplement the Guidelines if necessary. Any amendment may be posted on the event website and the Taitung County Government Bureau of Cultural Affairs website at any time.
